Title of Work: NEPA and the Dynamics of Public
Participation in the Environmental
Review Process: An Analysis of the
NorthMet (PolyMet) Mining Project
near Hoyt Lakes Minnesota
Presenters, Majors:

Amber Neumann, Political Science

Faculty Sponsor: Patrick Donnay
Abstract: Hypothesis: That comments collected from agency “experts”
during the scoping phase of the National Environmental Policy Act (NEPA)
process will be disproportionately represented as changes in subsequent drafts of NorthMet’s Environmental Impact Statement (EIS). Methods: Tabular
analysis of data collected from the Minnesota DNR publication of Response
to Public Scoping Projects PolyMet Mining Inc.; NorthMet Project. 2005
Results: I found that there is an excellent cross section of comment sources
represented in changes to subsequent drafts of NorthMet’s EIS. A lot of overlap
exists between the various types of participants and their concerns, resulting
in many of the successful comments stemming from multiple sources.
Subsequently the most influential participants are those who have the same
concern as two or more fellow participants and those who belong to interest
-groups; not agency “experts”.

Title of Work: Can a Woman Be the President If the
Media Says She Cannot?
Presenters, Majors:

Amber Newell, Mass Communication

Faculty Sponsor: Virgil Bakken
Abstract: This study explores the relationship between the media and the
public’s opinion about female leaders. Building off the Pew Research’s
study “Men or Women: Who’s the Better Leader”, in which three areas were
identified in which women did not score well: Decisiveness, dealing with crime
and safety, and dealing with national security. Through content analysis of
a dramatic television series, this study will identify whether women are being
accurately depicted in leadership roles, and thereby identifying areas for
improvement within the media and how they present women to the public.
