Bemidji State University provides parking facilities in an effort to meet the needs of faculty, staff, students and visitors. Because of limited space, the operation and parking of a motor vehicle on campus is a privilege. Drivers are expected to know and abide by all motor vehicle regulations and to assume all responsibility for any damage to vehicles while they are operated or parked on Bemidji State University property. Regulations have been developed to encourage orderly parking, easy movement of traffic, pedestrian safety and access for emergency vehicles. The Department of Security & Safety staff has the authority to enforce these regulations and will issue parking violations. Requirements All motor vehicles that park on campus during the academic year are required to display a current permit for the area in which they will be parked. In order to purchase a parking permit, a vehicle must be registered at the Cashiers Office (2nd floor Deputy Hall), 755-2045. The make, model, year, color and license number of the vehicle is required for registration. Permits are required in all campus lots beginning September 1st each year. Permits for the 2007 academic year will go on sale August 1st. All parking lots are
clearly marked at each entrance with signs indicating the necessary
permit requirements for that lot. There are five types of permits
available that allow parking in specific lots. The permit types are
G1, G2, Limited Reserved (LR), P.E., and Cedar Apartments.
The Limited Reserved permit is valid in any campus lot. The permit further allows reserved parking in the access controlled lot located near Bridgemen Hall. All spaces in this lot are reserved during the times previously stated. In addition to the Limited Reserved permit, individuals who purchase this permit will also receive a parking card that will allow entrance through the lots control gate. All vehicles parked in this lot during the restricted times must properly display a current Limited Reserved permit. Vehicles parked in this lot without a current Limited Reserved permit will be issued a parking violation and towed from the lot at the owner’s expense. A seven (7) and fourteen (14) day parking permit is available for persons who require this type of flexibility. These permits may be purchased at the Cashiers Office, 2nd floor, Deputy Hall. The cost for a seven (7) day permit is $5.35 and $9.63 for a fourteen (14) day permit. These temporary permits are not issued for the Limited Reserved (LR) or G1 lots. For persons that have a current permit but as a result of an unforeseeable occurrence are temporarily unable to display the permit, a temporary permit is available, free of charge, from the Security Office, 755-3888, Walnut Hall. This does not include permits that have been reported lost or stolen. Visitor Parking Permits are available at various campus offices. Visitor permits are issued to campus visitors for a maximum of three days. Registered students, faculty and staff of the University may not receive a visitor permit. Visitor permits are valid only when properly completed and displayed upon the visitors vehicle. Visitor permits are not valid in metered, reserved, or in any area where parking is not normally allowed. Vehicles displaying a valid disabled parking permit or license plate, regardless of the state of issue, may park in any designated disabled parking stall, or other legal stall on campus without a BSU parking permit. For students, faculty and staff who are temporarily disabled, a temporary disabled permit is available at the Security Office, 755-3888, Walnut Hall. Supporting documentation of temporary disability is required prior to issuance of a temporary disabled permit. Temporary disabled permits may be issued for up to two weeks. Persons with disabilities requiring disabled parking privileges beyond two weeks must apply with the State of Minnesota for a temporary disabled parking permit. Refunds for parking permits will not be prorated. A refund for a complete semester may be received if the permit is returned to the Cashiers Office (Deputy Hall), 755-2045, within three days after the beginning of a semester. Lost or stolen parking permits should be reported immediately to the Department of Security & Safety. With the exception of the Limited Reserved lot, lost or stolen permits may be replaced at the Cashiers Office for on half of the value of the permit. A flat fee of $25.00 is charged for the replacement of a Limited Reserved permit or access card. Stolen parking permits are reported to local law enforcement authorities. If a vehicle is parked in a campus lot displaying a previously reported stolen permit, the person in possession of the permit may be charged with a violation of Minnesota State Statutes. It is against the law to duplicate, alter, or reproduce any Bemidji State University parking permit for the purpose of fraudulently receiving parking services. Violators will be prosecuted. Special Parking Considerations Bemidji State University does not enforce parking regulations on the streets that border the campus. These areas are regulated by the City of Bemidji. Many of the area streets have parking restrictions that are indicated by signs placed along the roadway. It is important to pay close attention to where you park in these areas. Many areas are restricted by the day of the week (calendar parking) or the time of the year (seasonal parking) which restricts parking between 12:00 a.m. and 7:00 a.m. from November 1st through April 30th. During the winter months it may be necessary to do extensive snow removal from campus lots. When conditions exist that necessitate the complete removal of snow from an area, the lot may be closed. Closing notices will be posted at the lot and also in affected buildings. After notification, vehicles remaining in the closed lot will be towed at the owner’s expense. Any resident student that will be leaving campus over any official break period and will be leaving a vehicle parked on campus over this period, must park the vehicle in the Maple Hall parking lot in the southeast corner of the lot. Vehicles stored in other areas may be removed at the owner’s expense. If there is a need to park a vehicle outside of a designated parking stall in order to facilitate loading or unloading, the operator of the vehicle must contact the Department of Security & Safety, Walnut Hall, 755-3888, with the location in which the vehicle will be parked, the estimated time that it will take to unload/load the vehicle, and the description of the vehicle, including the license plate number. If it is determined that the location in which the vehicle is parked may create a hazardous or dangerous situation, parking will not be authorized. The operator of a vehicle parked for the purpose of loading or unloading must activate the vehicle’s hazard lights when doing so. Vehicles that extend beyond the boundaries of a designated stall, independently or in combination, are not permitted to park in campus lots. Examples are: Semi-trucks and trailers, motor homes, buses, travel trailers, boat trailers, snowmobile trailers or any other vehicle or vehicle/trailer combination that extends beyond the boundaries of an individual parking stall. Buses may be allowed to park in a designated area at the discretion of the Department of Security & Safety. Vehicles parked in campus lots must be operable at all times. Vehicles that are emitting fluids or any other type of material that may create a hazardous condition or damage the parking lot surface are restricted from parking in campus lots. An attempt will be made to contact the owner of any vehicle found in a campus parking facility in this condition. If the owner of a vehicle cannot be contacted, the vehicle may be towed from campus at the owner’s expense.
Parking enforcement personnel have been given the authority to enforce the parking regulations adopted by the University, in accordance with Minnesota State Statutes, by the President of Bemidji State University. Minnesota State Statute 169.966 authorizes the development and enforcement of campus parking regulations that are consistent with the Minnesota Traffic Code. Violations of these regulations are violations of Minnesota State Statute. The following are examples of the violations and the corresponding fine amount:
In addition to the above mentioned violations, vehicles parked on campus in violation of any State Statute outlined in section 169 of the Minnesota Traffic Code will be cited as indicated on the parking violation envelope. Outstanding Parking Violations Parking violations are due upon issuance of the violation envelope. Vehicles that have outstanding campus parking violations may be towed or immobilized by campus parking authorities. If a vehicle has been towed or immobilized, it will be necessary for the operator of the vehicle to pay all outstanding parking violations and towing or immobilization fees before the vehicle will be released. The fee assessed by the towing company may vary. The immobilization fee is $60.00. Notices of outstanding violations may be sent to the registered owner of the vehicle. This notification is not required prior to towing or immobilization of any vehicle with outstanding violations. If you receive a violation you feel was issued in error, you have the right to appeal the violation to the Parking Advisory Board. You may submit an appeal by completing a Parking Violation Appeal form that is available at Department of Security & Safety, Walnut Hall, 755-3888, or by completing, printing and submitting the on line form which can be found on the Department of Security & Safety web site by following the Parking Regulations link. All appeals must be accompanied by payment for the violation(s) being appealed. The appeal form may be submitted to the Department of Security & Safety Office, or may be presented in person to the Parking Advisory Board. The board meets every other week during the academic year. Contact the Department of Security & Safety, Walnut Hall, 755-3888, for specific dates, times and meeting location. The Parking Advisory Board is comprised of students, faculty and staff. An appeal must be presented within ten days of receipt of the violation being appealed. Although the parking facilities at Bemidji State University are monitored electronically, precautions need to be taken to insure the protection of your vehicle and property. Theft of a motor vehicle, and theft from a motor vehicle are two of the most prevalent crimes in Minnesota. The University assumes no responsibility for damage to, or theft from your vehicle while parked on campus. Following these few simple crime prevention tips will help you protect your property. *Always
