Security Consultation |
Purpose:
The purpose of this policy is to define the role of the Department of Security & Safety as it relates to University security matters and to establish a policy that will institute a protocol and procedure to address security related initiatives on campus. Bemidji State University recognizes the Department of Security & Safety as the University representative regarding security functions, including; University security policies; security consultation; security personnel; facilities security; event security; and the placement or installation of security related technology on campus or any property owned or operated by Bemidji State University. The Department of Security & Safety is the campus department authorized to employ personnel with the primary responsibility of providing security services for Bemidji State University. All campus, as well as outside entities scheduling, renting, or leasing space on campus to promote an event, such as; concerts, dances, athletic events, political rallies, authorized demonstrations may be required to have a security presence at the event as determined by the Department of Security & Safety. The University Scheduling Office and Athletic Department are responsible for informing the Department of Security & Safety whenever they receive a request for space, or schedule an event that fits the above mentioned criteria. A fee for the security services provided will be assessed to the campus department or organization, or to the responsible non-campus entity sponsoring the activity or event. The Director of Security & Safety and the Physical Plant director will confer on security related issues associated with all new construction projects as well as renovation projects prior to the installation of any security device or technology as described in the Physical Security Technology section of this document. The Director of Security & Safety will provide security consulting services to design consultants, architects, contractors or any individual or business retained by Bemidji State University for the purpose of planning new campus construction, as well as any remodeling or renovation of a campus facility. The Physical Plant Director and the Director of Security & Safety will, at a minimum, annually tour the Bemidji State University campus for the purpose of planning and scheduling the implementation of security modifications intended to enhance campus safety and security through lighting and landscaping on campus. Physical security technology includes, but is not limited to, any device and/or software placed or installed on any property, or facility, including computers and computer networks, owned, leased or operated by Bemidji State University with the intent to detect, monitor or control inappropriate activity, control access or egress, or provide campus emergency notification. This would include; surveillance cameras (hard wired, wireless or networked), security locks, intrusion alarms, audible external or internal sirens or emergency notification and/or communication devices, access control devices, and listening devices. Any campus or non-campus individual or group that is considering the installation or placement of any type of physical security technology as described above, on any property owned or controlled by Bemidji State University are required to consult with the Director of Security & Safety prior to the installation. Any physical security technology item as described above that is installed without prior consultation with the Director of Security & Safety may be subject to removal without notice. |
