Background Checks

Most host schools require background checks of teacher candidates before they can complete their practicum or student teaching experience at the school.
Forms can be found at the bottom of the page.  Scroll.

Please note:

  • The State of Minnesota allows every school/district to require a background check of anyone entering the school or the school grounds.  (see below)
  • Every school district decides what type of background check and/or drug screening it requires.
  • Every district may set its own eligibility parameters.
  • A Notary Public signature and/or fee may be required to submit your background check authorization form.
  • Every school district may determine to pass the expense of the check/screening on to the student or it may cover the costs of these checks/screenings.
  • You may have to pay the fee with cash, check, or cashier’s check made out to the Bureau of Criminal Apprehension or the district.  Be aware!
  • School districts may or may not accept background checks performed by other districts.
    Even if they do accept checks performed by other districts, a waiver must always be signed to have one district transfer a report to another district.
  • A background check on file with a particular district is usually good for 12 months from the time it was executed.
    You may have to authorize another background check even if you have previously visited a certain district.
  • The Campus Clinical Office currently only communicates with ISD 31 (Bemidji Schools) to track which students are eligible to enter certain schools.
  • The Clinical Office does not examine background check reports.  Only the districts you authorize to run a check will see your report.  The district may indicate to the Clinical Office which students are “eligible to complete field hours” or which students “are not eligible to complete their field experience hours.”
  • Notify the Clinical Office immediately if you are ineligible to complete your hours at certain school.
    You will be scheduled to discuss your situation with the Clinical Director.  You are not required to disclose your report to anyone.  However, you may need to share certain information with the Clinical Director to identify an alternative solution for placement.
  • All schools require background checks for student teachers.

Here is the state law that determines how background checks work in schools…

123B.03 BACKGROUND CHECK.
Subdivision 1.Background check required.
(c) A school hiring authority may, at its discretion, request a criminal history background check from the superintendent of the Bureau of Criminal Apprehension on any individual who seeks to enter a school or its grounds for the purpose of serving as a school volunteer or working as an independent contractor or student employee. In order for an individual to enter a school or its grounds under this paragraph when the school hiring authority decides to request a criminal history background check on the individual, the individual first must provide an executed criminal history consent form and a money order, check, or other negotiable instrument payable to the school district in an amount equal to the actual cost to the Bureau of Criminal Apprehension and the school district of conducting the criminal history background check. Notwithstanding section 299C.62, subdivision 1, the cost of the criminal history background check under this paragraph is the responsibility of the individual unless a school hiring authority decides to pay the costs of conducting a background check under this paragraph. If the school hiring authority pays the costs, the individual who is the subject of the background check need not pay for it.
123B.03 BACKGROUND CHECK.
Subdivision 1.Background check required.
b) A school hiring authority may use the results of a criminal background check conducted at the request of another school hiring authority if:
(1) the results of the criminal background check are on file with the other school hiring authority or otherwise accessible;
(2) the other school hiring authority conducted a criminal background check within the previous 12 months;
(3) the individual who is the subject of the criminal background check executes a written consent form giving a school hiring authority access to the results of the check; and
(4) there is no reason to believe that the individual has committed an act subsequent to the check that would disqualify the individual for employment.
