Welcome & Introductions

Margie Giauque — documents shared prior to today’s meeting via email will be posted to ASF website soon.

Changes to Executive Board, July 1

Margie Giauque — Bridget Tews leaving MSUAASF later this month; she had served two full years as treasurer. ASF is “sad to lose a great member.”

  • Kierstin Hoven — President
  • Bonner Karger — President-Elect
  • Stephanie Bard — Treasurer / Negotiator

Treasurer Report / PIF/PDF Update

Stephanie Bard — Have been appointed to serve as treasurer for one year. Treasurer position will be elected in Spring 2019 along with ASF president-elect. This is most straight-forward of offices in the unit; happy to help the new person in this role. “Once you learn it, it’s not that big of a deal. It’s not that time intensive.”

Margie Giauque — Nominations Committee may approach members in spring 2019 and seek candidates for offices.

Stephanie Bard — $1,523.79 account balance prior to today’s lunch. Will have money to pay for lunches this fall at Walnut Hall. Sami Gabriel, Teamsters, was invited to attend today’s meeting but was unable to do so.

Conversation about availability of printed, spiral-bound versions of 2017-19 contract.

  • Online version not yet available yet. Only PDF is available.
  • Request will be made to Teamsters to provide printed copies through MSUAASF State Board.

Stephanie Bard — has information on PDF from Bridget Tews. Anyone using PDF should route expense request forms to Stephanie, Deputy Hall #14. New PDF allocation will be distributed in late fall (typically around September). Members can contact Stephanie via email to check balances.

First PIF grant period ended this summer for activities taking place July 1-Oct. 31; we had no applications. These funds will be rolled forward and added to FY2019 granting periods as spelled out in contract.

Upcoming grant period: currently in second granting period, applications taken Sept. 15-Oct. 15 for events between Nov. 1 and Feb. 28, 2019.

Reminder that you must be employed in ASF for one year to be eligible for PIF grants, and members are eligible for PIF grants every other year.

Margie Giauque — asked if members have heard conversations about travel restrictions as a result of budgetary issues, particularly related to activities to be paid for via Professional Development Funds or Professional Improvement Grants.

Stephanie Bard — professional development funds are for your use; employee determines use of these funds. Employer cannot tell you that you are required to attend a conference and you must use your PDF funds in order to do it.

Negotiations Report / Contract Questions / Back Pay

Margie Giauque — back-pay coming on July 20 paycheck. Human Resources has provided information on how to temporarily change

Randy Ludeman — There is a listing for every paycheck in FY2019 in eTimesheets. This listing does not yet include career steps because this will be added later.
Stephanie Bard — back pay is available in FY2018 list.

Committee Reports

None.

Search Updates

Paul Muller — Out of State Recruiter position is open; ASF Range B. Person will be used in admissions but will oversee recruitment of non-athlete students in 5 states, plus out-of-state transfers.

Zak Johnson — advising & accessibility coordinator position has been hired. He starts July 25. AFSCME customer service position was modified to 0.8 FTE and will be posted soon. Will be first time since offices moved to Decker that it has been fully staffed.

Margie Giauque — Molly Aitken-Julin has been reduced to 0.8 FTE in Career Services.
Zak Johnson — This was Michelle Frenzel’s decision. Each supervisor in President Hensrud’s direct reports were asked to reduce budgets by 4.5 percent; this is how Michelle chose to address the reduction. Minor compared to what some other state universities are going through or will be going through.

Margie Giauque — FLSA updates and reviews of ASF D/E positions will take place this fall.

Vacation & Sick Leave Balances

Margie Giauque — Some members have reported that annual leave has been reduced to 272 hours if balances are over. There have been some issues with incorrect reductions; HR is aware of the problem and is trying to fix it.
