Deadlines
We accept PSEO applications twice per year:
- Fall application deadline: May 30th
- Spring application deadline: December 1st
Note: Fall applications cannot be fully completed until the Minnesota Department of Education provides the updated NOSR form. This typically happens at the end of January/early February.
Application Process
You are required to notify your high school of your intent to enroll as a PSEO student for the following academic year BEFORE May 30th or December 1st. It is highly recommended that you submit your notification in writing.
Parents/guardians and high school counselors are required to sign-off on paperwork included in the application process. Get them all involved in the conversation early on!
As you work with your high school counselor, create a list of courses you still need to complete in order to meet high school graduation requirements. High school graduation is a priority for PSEO students, and continuous contact with your high school counselor is important.
Step 1: Review Eligibility
Determine your eligibility for admission by consulting with your high school counselor. Discuss whether PSEO is appropriate for your academic plan and individual circumstances (consider extra-curricular activities and/or jobs, study skills, maturity level, support system, etc.)
Step 2: Get Approvals

Step 3: Apply
A complete application includes:
- The PSEO application
- An official high school transcript
- The Notice of Student Registration (NOSR) form

Complete and submit the application for PSEO. The application is located under “Apply for Undergraduate Admission.”
Use an existing StarID if you’ve already earned credits at any MinnState school (the format is xx0000xx), and use the StarID Self-Service site if you’re unsure of your password or StarID.
If you don’t yet have a StarID, the application will guide you in creating one. Make note of your StarID and password and keep the info in a safe place!
Step 4: Submit Additional Documents
Your high school counselor should submit the following two items:
- Notice of Student Registration. Complete sections 1 and 2 of the Minnesota Department of Education Notice of Student Registration Form (.docx). Use this version (.pdf) if you have Adobe Acrobat Pro.
- Official High School Transcript. Please have your school send an official copy of your transcript, either by mail or email.

Step 5: Wait for Notification
Once your application is received, along with your official transcripts and the PSEO Notice of Student Registration form, admittance to the program will be determined by the PSEO Coordinator and you will be notified of your admission status and next steps.
